Description :

This instruction creates a new chapter from the current key.

Parameters :

• Chapter Title
• CHAPTER_SEEK_OFF (The chapter cannot seek)
  CHAPTER_SEEK_ON

Notes :

This instruction is only valid when used inside a track.chapter.create().

The current key gets defined with the instruction track.key.set ().
